Born June 11, 1963 in Pickens County, he was a son of the late David Kelley and the late Joann Moore Richard.
He is survived by his siblings, Ronald Kelley, and Peggy Townsend.
In addition to his parents, he was predeceased by his siblings, David Earl Kelley and Mary Jane Hester; and special friend, Tim Cooper.
