On March 16, 2024, Jessica passed away peacefully in her Clemson home. We lost a loving sister, proud aunt, and devoted partner. Jessica was born on April 9, 1961, in Atlanta, Georgia. Jessica grew up in Clemson, SC, graduated from D.W. Daniel High School, and attended Winthrop College before later acquiring an associate’s paralegal degree. Her friendships were many and long standing. Her personality was magnetic which drew perfect strangers close to her. Jessica had a loving heart for people and animals alike.

Jessica was especially fond of cats, and they were fond of her. Jessica was a volunteer with Concerned Citizens for Animals (CCA). She supported CCA’s trap-neuter-return program for community cats in Pickens County. Jessica spent many years activity trapping feral kittens for socializing and adoption for loving families. It was Jessica’s labor of love that compelled her to maintain multiple community cat colonies over the years. Jessica was as intelligent as she was beautiful. She designed a remote-controlled trap in her desire to help as many cats as possible.

Jessica was loved by many but no more than her partner and soul mate of over fifteen years, Bill Welsh. Both Jessica and Bill had a life-long passion for music. Together they traveled far and wide to attend multiple music festivals and concerts for many years. Jessica was employed full-time at Clemson University in the Parking Service Department. Her personality and demeanor would often turn a normally bad situation into an opportunity to make new friends.

Jessica is survived by her brother Joe Mullins (Enith Mullins), niece Kristen Mullins, sister Hilary Hall (Carl Hall), nephews Hayden Hall, Jared Hall. Jessica will be best remembered as a loving aunt and a cherished family member.

At Jessica’s wishes, in lieu of cards and flowers, she would ask that donations be made to the Concerned Citizens for Animals so that her passion for the care of animals will continue even after her passing.
